How to talk to your friend if you are worried about their drug use
If you decide to approach the friend you are concerned about there are several things you may want to consider before doing so:
Be informed
Get yourself a general knowledge of some of the reasons for using drugs, the effects and how (and why) to reduce harm. By doing this you are more able to stick to the facts, rather than being perceived as attacking them.

Pick the right time
Timing can make a huge difference for any difficult conversation. Don’t raise the issue when either of you are under the influence of drugs, stressed or tired.
Discuss alcohol and other drug issues openly
Engaging your friend in a confrontational way will only alienate them, so let them know that you’re open to listening to them without being judgmental. This might encourage them to discuss their drug use with you.
